新型冠状病毒肺炎疫情下地方政府数据开放平台建设进展研究

Research Progress on the Construction of Local Government Data Opening Platforms under the Outbreak of COVID-19

2019年12月,武汉突发新型冠状病毒肺炎,政府的治理能力和应急能力受到极大挑战,在此背景下,开放疫情相关数据,为公众提供及时、准确的信息对于疫情防控至关重要。本文对102个政府数据开放平台进行调查,发现有9个平台提供了58个新型冠状病毒相关数据集,构建包含数据层和平台层的评估框架对数据开放情况进行对比和分析。总结新型冠状病毒数据开放的5类问题,分析问题产生原因,并为地方政府未来的数据开放工作提出改进建议。

In December 2019,the outbreak of COVID-19 in Wuhan leads the government’s ability of dealing with emergencies is challenged.In this context,it is very important for epidemic prevention and control to open epidemic data and provide timely and accurate information for the public.This study investigates 102 government data opening platform,9 platforms are found to provide 58 COVID-19 related data sets,and we also build an evaluation framework including data layer and platform layer to compare and analyze COVID-19 data opening situation.This study summarizes five problems of COVID-19data opening,analyses the causes and provides suggestions for data opening of local governments.
