Theoretical Innovation and Practical Exploration of Regional High-Quality Development in the New Era

在我国经济转向高质量发展阶段,国内外环境发生深刻变化的历史背景下,区域的高质量发展对于丰富中国特色区域研究的理论体系,探索区域发展的新路径,具有重要的理论和实践意义。区域高质量发展可以被视为区域发展的一种高级状态,梳理区域高质量发展理念的形成过程发现,我国区域增长或区域发展的理念经历了均衡发展、非均衡发展、协调发展和高质量发展四个阶段。区域高质量发展在新时代背景下提出,着眼于区域发展中的顽症和新出现的问题,其理论内涵丰富,是在区域经济学、城市经济学、产业经济学基础上的理论创新。进入新时代后,我国区域发展逐步进入高质量发展阶段,在理论创新的基础上不断探索总结高质量发展的实现路径,在城镇体系建设,基础设施、公共服务一体化,经济结构升级,生态环境优化,区域政策协调等方面取得了突出进展。

In the historical background of the transition of China’s economy to high-quality development and profound changes in the domestic and foreign environments,high-quality regional development has important theoretical and practical significance for enriching the theoretical system of regional studies with Chinese characteristics and exploring new paths for regional development. Regional high-quality development can be regarded as an advanced state of regional development. After reviewing the formation process of the concept of regional high-quality development,it was found that the concept of regional growth or regional development in China has experienced four stages: balanced development,unbalanced development,coordinated development,and high-quality development. Regional high-quality development is proposed in the context of the new era,focusing on the persistent problems and emerging issues in regional development. Its theoretical connotation is rich. It is a theoretical innovation based on regional economics,urban economics,and industrial economics. After entering the new era,China’s regional development has gradually entered a stage of high-quality development. Based on theoretical innovation,it has continuously explored and summarized the path of high-quality development. Great progress has been made in urban system construction,integration of infrastructure and public services,upgrading of economic structure,optimization of ecological environment,and coordination of regional policies.
