中国沿边省区经济高质量发展水平比较研究

A Comparative Study on the High-Quality Development of Economy in the Border Areas of China

在厘清高质量发展的经济内涵和统计内涵的基础上,从创新、协调、绿色、开放、共享五个维度,梳理沿边省区高质量发展的测度逻辑,构建沿边省区高质量发展评价指标体系,运用AHP和熵值分析法进行组合评价赋权,测算2000-2017年沿边省区经济高质量发展总指数和创新、协调、绿色、开放、共享五大分指数,并基于高质量发展的评价结果,运用面板回归模型测算不同影响因素对沿边省区高质量发展的影响程度。分析发现:沿边省区高质量发展水平与其经济发展水平基本保持一致,整体水平偏低;辽宁、黑龙江、吉林等沿边省份高质量发展水平较高,甘肃、内蒙古、新疆、西藏等地区长期处于沿边省区整体平均水平之下;辽宁在创新子系统和开放子系统中位居首位,吉林在协调子系统中评价最高,内蒙古和广西在绿色发展子系统中居于前两位,黑龙江在共享子系统中排名较高;人力资本、市场化水平、绿色全要素生产率和财政支出是新世纪以来沿边省区高质量发展的主要影响因素,腐败抑制了沿边省区的高质量发展,而科技创新对沿边省区高质量发展的影响不明显。为此,要推动发展理念由"量"到"质"有序转变,充分利用沿边省区地缘优势,促进贸易高质量发展;增强沿边省区科技创新能力,驱动经济高质量发展;提高绿色全要素生产率,为新时代经济高质量发展培育新动力。

On the basis of clarifying the economic connotation and statistical connotation of high-quality development,this paper sorts out the measurement logic of high-quality development in border provinces and regions from the five dimensions of innovation,coordination,green,openness and sharing,constructs the evaluation index system of high-quality development in border provinces and regions,and carries on the combination evaluation and weighting by using AHP and entropy analysis method.In addition,this paper calculated the total high-quality economic development index and the five major indexes of innovation,coordination,green,openness,and sharing in the border provinces from 2000 to 2017.Based on the evaluation results of high-quality development,the panel regression model is used to measure the influence of different factors on the high-quality development of border provinces and regions.It is found that the high-quality development level of the border provinces and regions is basically consistent with their economic development level,and the overall level is low,while the high-quality development level of Liaoning,Heilongjiang,Jilin and other border provinces is relatively high.Gansu,Inner Mongolia,Xinjiang,Tibet and other regions have been below the overall average level of the border for a long time.Liaoning Province ranks first in the innovation subsystem and open subsystem,Jilin Province has the highest evaluation in the coordination subsystem,Inner Mongolia Autonomous region and Guangxi Autonomous region occupies the top two places in the green development subsystem,and Heilongjiang Province ranks higher in the sharing subsystem.Human capital,marketization level,green total factor productivity and financial expenditure are the main factors influencing the high-quality development of the border provinces and regions since the new century,and corruption suppresses the high-quality development of the border provinces and regions.However,the impact of scientific and technological innovation on the high-quality development of the border provinces and regions is not obvious.For this reason,in order to promote the orderly transformation of the development concept from"quantity"to"quality",we should make full use of the geographical advantages of the border provinces and regions to promote the high-quality development of trade;enhance the scientific and technological innovation ability of the border provinces and regions to drive high-quality economic development;improve green total factor productivity and cultivate new driving forces for high-quality economic development in the new era.
