India’s space strategy

摘要 世纪之交,印度改变冷战时代以解决社会现实问题为主的太空发展主导思想,向以月球、火星探索为主的深空探测进发,强调太空的军事利用,实施了民事太空、科学太空与军事太空齐头并进的太空战略。除了解决民生等现实问题外,印度推行其太空战略旨在获取国际威望,谋求大国地位,试图确保印度作为世界太空多极化中的一极,维持亚洲太空中-印-日三足鼎立格局;将其视为拉拢美国和日本应对中国太空崛起、保护本国太空资产的手段。印度太空战略有可能加剧亚洲本已存在的太空竞赛,甚至导致亚洲太空军备竞赛。 At the turn of the century, India changed its dominant ideas of space development in the Cold War era, which focused mainly on solving social problems, and began to explore the deep space with the exploration of the moon and Mars. It emphasized the military use of space, and implemented the space strategy of civil use, scientific use, and military use of space. In addition to solving practical problems concerning people’s livelihood, India’s space strategy lies in gaining international prestige and seeking the status of a great power, with an attempt to ensure India as a pole in world’s space multipolarization, maintain the China-India-Japan tripartite pattern in Asian space order, and wheedle the United States and Japan into coping with China’s space development, and protecting its own space assets. India’s space strategy is likely to intensify the already existing space race in Asia and even lead to an arms race in space in Asia.
