档案工作中“双随机一公开”行政执法模式的应用与探讨——以广西壮族自治区的实践为例

Application and Discussion of "Double Random, One Open" Administrative Law Enforcement Model in Archival Work—— Taking Practice in Guangxi Zhuang Autonomous Region as an Example

“双随机一公开”是政府管理方式的改革创新,是落实党中央、国务院简政放权、放管结合、优化服务改革的战略部署的重要举措。将这一举措引入档案行政执法工作中,可较好地解决档案部门开展行政执法工作存在的检查“任性”、执法不公、执法不严、执法程序不规范等问题,对提升档案行政执法的公平性、规范性和有效性起到促进作用。本文通过研究广西档案部门推进“双随机一公开”行政执法模式采取的措施、取得的成效及存在问题,有针对性地提出完善“双随机一公开”档案行政执法模式的对策,以期有效推进档案工作“依法治档”的治理体系和治理能力的提升。

"Double randomness and one open"reflects the reform and innovation of government management,which is also an important measure to implement the strategic deployment of the CPC Central Committee and the State Council in streamlining administration and delegating power,combining decentralization with management,and optimizing service reform.The introduction of this measure into the administrative law enforcement of Archives can better solve the problems existing in the administrative law enforcement work of the Archives department,such as"willful"inspection,unfair law enforcement,lax law enforcement and irregular law enforcement procedures,which will promotes the fairness,standardization and effectiveness of the administrative law enforcement of Archives.This paper will put forward the countermeasures to improve the Archives administrative law enforcement mode of"double randomness and one open"by studying the measures,achievements and existing problems in promoting the administrative law enforcement mode of"double randomness and one open"in Guangxi Archives department.We hope that this paper can effectively promote the improvement of the management system and ability of"managing Archives according to law".
