秦巴山区农业特色小镇发展战略

Development Strategy of Towns with Agricultural Characteristics in Qinba Mountain Area

以地处连片特困地区秦巴山区的法官秦岭原乡农旅小镇为例,运用AHP-SWOT研究方法,在定性描述性分析的基础上,对战略决策问题进行量化,构造AHP-SWOT战略四边形,计算战略类型方位角,并绘制法官秦岭原乡农旅小镇发展战略类型、强度图谱。研究结论表明:法官秦岭原乡农旅小镇面临的机会大于威胁,优势大于劣势,法官秦岭原乡农旅小镇的战略系数ρ大于0.5,发展战略类型为机会型开拓战略。基于此,法官秦岭原乡农旅小镇应抓住外部发展机遇,发挥自身特色优势,大力引进高层次人才,加大科技投入,建立农业特色小镇健康可持续发展机制,推动农旅融合,促进农业转型,实现贫困农户增收减贫。

Faguan Yuanxiang Agro-tour Town located in the Qinba mountain area which was the most impoverished with a continuous stretch of land was case studied by using the AHP-SWOT method.The strategic decision-making problems were quantified based on the qualitative descriptive analysis to create the AHP-SWOT strategic quadrilateral model to calculate the strategic azimuth,and to draw the map of strategy types and strengths of the Faguan Town.The results showed that the strengths and opportunities of the Faguan Town were greater than the weaknesses and threats.The value of the strategic coefficientρof the Faguan Town was greater than 0.5(P>0.5),indicating that the development strategy type of the Faguan Town was a pioneered strategy.In this context Faguan Yuanxiang Agro-tour Town should seize the external development opportunities,give full play to its own unique strengths,vigorously introduce high-level talents,increase investment in the science and technology,establish mechanism for the healthy and sustainable development of the town with agricultural characteristics,promote the integration of agriculture and tourism and facilitate the agricultural transformation to increase income and alleviate poverty for poor farmers.
