儿童权益保护视角下的城市规划与建设问题讨论

A Discussion on Urban Planning and Construction from the Perspective of Children’s Rights and Interests Protection

我国城市规划与建设领域还存在着不利于儿童权益保护的诸多问题,社会治安、交通危险、城市及社区基础设施的不完善常引发儿童安全事件,城市拥挤、环境污染、运动游戏场所的缺失与无趣、沉溺于电子网络世界以及与大自然的疏离会导致儿童身心健康损害,通行障碍、卫生间设施和母婴服务设施的短缺也造成儿童日常活动困难。所以应借鉴“儿童友好型城市”等先进理念和经验,在制度和技术标准层面加强研究和实施工作,发挥和促进儿童参与的作用,在城市建设过程中让儿童权益得到充分保障,推动城市文明的发展。

In the field of the urban planning and construction in China there are still many problems that are not conducive to the protection of children's rights and interests.The article points out that the imperfect social security,bad traffic,dangerous city and community infrastructure can lead to security incidents of children;the city congestion,environmental pollution,rare and uninteresting playground,indulge in the electronic network world,and nature-deficit disorder may cause damage to children's physical and mental health;The inconvenient passage,few and poorly equipped may bring out children difficulties in daily activities.The article also proposes that we should learn from the"child friendly city"and other advanced concepts and experience,to strengthen the research and implementation of the system in the formulation and technical standards,to give full play to the role of the participation of children,to let the children's rights that are fully protected in the process of urban construction,to better promote the progress and development of the city civilization.
