宅基地退出收益测算及分配策略研究综述

A Review of the Research on Homestead Exit Income Calculation and Distribution Strategy

本文研究目的旨在为宅基地增值收益测算及分配策略提供理论支撑,采用文献计量分析和国内外文献动态分析,对宅基地退出文献进行归纳和梳理。结果表明:1.近年来宅基地退出领域的文章发表量逐渐上升,研究内容方法更新较快,呈现多元化的趋势;2.集体建设用地流转,本质上有效推进了城乡一体化,在不同的驱动因素与限制因素的交互作用下,诞生了模式多样的集体建设用地流转,但在流转过程中产生的增值收益以及增值收益分配问题是维持社会稳定、区域稳定、维护农民权益的关键所在;3.边际拉平效应、交易收益效应、资源配置效应等为集体建设用地流转增加了推动力。根据所得研究结果,接下来的研究应该着重于建立基于贡献分配理论的宅基地退出增值收益共享分配方式,促进构建城乡统一的集体建设用地市场,为进一步推进集体建设用地入市过程中的收益分配提供理论依据及操作范式。

The purpose of this study is to provide theoretical support for the calculation and distribution strategy of homestead value-added income.The literature econometric analysis and domestic and foreign literature dynamic analysis are used to summarize and sort out the homestead exit literature.The results show that:(1)the number of articles published related to homestead exit has gradually increased in recent years,with research content and methods updating more rapidly,showing a trend of diversification;(2)the transfer of collective construction land has effectively promoted urban-rural integration in nature.Under the interaction of different driving factors and limiting factors,various types of collective construction land transferring emerged,but the issue of value-added income and its distribution in the process of transferring is the key to maintain social stability,regional stability,and farmers’rights;(3)Marginal leveling effect,transaction income effect,resource allocation effect,etc.increase the driving force for the transferring of collective construction land.According to the research results,the next research should focus on establishing a method of sharing value-added income for homestead exit based on the distribution by contribution theory,promoting the construction of a unified urban and rural collective construction land market,and providing theoretical basis and operating paradigm for further promoting the income distribution during the process of collective construction land entering the market.
