基于DEA-Malmquist指数的中国海水养殖生产效率研究

Research on the efficiency of Marine aquaculture production in China’s coastal provinces based on the DEA-Malmquist index

将面板数据和横截面数据相结合,运用DEA-Malmquist方法对2006-2016年沿海9个省份海水养殖的生产效率进行分析。实证结果表明,中国海水养殖业生产率整体上呈现出不断提升的趋势,就年平均值而言,沿海省份的全要素生产率增长了14.8%,主要得益于技术进步,属于技术诱导型增长,但也存在海水养殖投入要素的利用率不高,各省份生产率存在差异等问题。建议如下,一是要健全政府海洋管理的保障机制,二是增强海洋水产科学技术的推动作用,三是发挥海水养殖专业合作社的引导功能,四是要加强新型"职业渔民"培养力度,五是要提高互联网信息的支撑能力。

Using the combination of panel data and cross-sectional data, this paper analyzes the production efficiency of seawater aquaculture in 9 provinces and municipalities from 2006 to 2016 by using the DEA-Malmquist method. The empirical results show that in terms of the annual average, the total factor productivity of the coastal provinces of China has improved, rising by 14.8%,mainly thanks to technological advances, belongs to the technical type induced growth, there is still a mariculture inputs of utilization rate is not high, the productivity of various provinces and cities vary, with half of the provinces and cities in the scale of increasing returns, it is worth noting that the total factor productivity of 0.687 in 2015-2016.Suggestions are as follows:(1) the government should play the role of security(2) play the role of science and technology(3) play a role of leading enterprises of guide(4) play a role of fishermen’s centripetal force(5) play a role of Internet information support.
