构建航空战略投送支援机队法规制度体系的思考

Our Reflection on Establishing the Legal System for Strategic Projection Support Fleets

航空战略投送支援机队是我国现代后备力量体系的重要构成,是军民融合航空战略投送力量的重要支撑。为依法促进航空战略投送机支援机队的建设、管理与使用,应科学构建其法规制度体系。阐述了构建航空战略投送支援机队法规制度体系的基本指导,研究提出了"纵向四个层级、横向四大门类"法规制度体系,并分析了航空战略投送支援机队主要法规制度的内容和文本设置,为航空战略投送支援机队法规制度建设提供参考。

The strategic projection support fleet is an important component of the modern reserve force system in China and an important support for the integration of military and civil aviation strategic projection forces. In order to promote the construction, management and scientific use of strategic projection support fleets, the legal system of laws, rules and systems should be established in a scientific way. Expounded in detail in the present paper is the basic guidance of the legal system for the strategic projection support fleet. The legal system of "vertically four levels, horizontally four categories" is studied and put forward in the paper, with the content layout and text setting of the main legal system analyzed. The paper may serve as a useful reference for the construction of the legal system for strategic projection support fleets.
