村民关联对征地效率的影响及改进研究——以甘肃河西地区为例

Improvement and Influence of Land Expropriation Efficiency by Villagers'Association——A Case Study on Hexi Area in Gansu

为研究村民关联对征地效率的影响,进而合理改进征地效率,通过对甘肃河西地区的问卷调查和征地案例收集,运用结构方程模型测度征地中的村民关联及其四个维度,分析村民关联对征地效率的影响,进而采用拉弗曲线解析征地制度变迁中的公平和效率的阶段性特征,提出基于村民关联的征地效率的合理改进策略。结果表明,村民关联下的行为能力形成四个方向的力量;征地中财富分配逻辑和现实差异很普遍;征地效率与征地公平在不同时期表现出相互抵触和此消彼长的替代规律,二者出现双向互动的态势,征地效率呈现“躺U型”趋势,实物补偿安置更利于接近农民和政府的利益均衡点;征地效率的改进可以从实行分化策略、实现涨价归公、借鉴超额累进税率和促使非货币补偿达到最优均衡点四个方面着手。

To study the impact of villagers’association on land acquisition efficiency,and rationally improve land acquisition efficiency,through questionnaire survey and the collection of land acquisition cases in Hexi area of Gansu Province,we use structural equation model to measure the village association and its four dimensions in land acquisition,and analyze the influence of villagers’association on land acquisition efficiency.Laffer curve is used to analyze the stage characteristics of fairness and efficiency in the change of land acquisition system,and a reasonable improvement strategy based on villagers‘association’s land acquisition efficiency is proposed.The results show that,The capacity of the villagers forms force in four directions.The difference between the logic of wealth distribution and the reality in land acquisition is very common.The land requisition efficiency and land acquisition equity show mutual resistance and the substitution law in different periods.The two sides have a two-way interaction situation.The land acquisition efficiency shows a Lying U-shaped trend,and the physical compensation and resettlement is closer to the equilibrium point between farmers and government.The improvement of land acquisition efficiency can be carried out from four aspects:implementing differentiation strategy,realizing price increase,borrowing excessive progressive tax rate,and promoting non-monetary compensation to achieve optimal equilibrium.
