湖南省工业企业用水定额修编实践

Revision practice of water quotas for industrial enterprises in Hu’nan province

修编和完善用水定额是落实最严格水资源管理制度的前提与依据,也能确保用水定额的时效性与科学性。基于2014版《湖南省用水定额》,采用调研、同区比较、参照国家标准与行业标准等方法构建了湖南省工业企业用水定额确定模型,并通过模型计算分析、企业和主管部门反馈核实、征求专家意见等环节,最终对湖南省工业企业用水定额进行了有效修编。研究结果表明,修编方法科学可行,修编后定额评价合理性为优秀;修编后的用水定额覆盖了全省已有主要社会经济行业和产业类别,增加了先进值定额,重点行业增加了准入值定额;用水定额覆盖101个工业行业,包含371种工业品产品定额值。修编成果可供湖南省取水许可审批、计划用水管理、最严格水资源管理制度考核、水资源相关规划、以及节水型社会建设等相关工作参考使用。

The revision and improvement of water quota is the premise and basis for the implementation of the strictest water resource management system,and also can ensure the timeliness and scientificity of the water quota.Based on the 2014 Edition of the Hu’nan province water quota,researching,compared to area,with reference to the international standard and industry standard methods such as constructing the industrial water quota to determine the model of Hu’nan province are used,and through the model calculation and analysis,the enterprise and the competent department of feedback to verify,solicit opinions from the experts,in the end of industrial water quota of Hu’nan province has carried on the revision effectively.The results show that the method is scientific and feasible,and the rationality of quota evaluation is excellent.The revised water quota covers the existing major socio-economic industries and industries in the province,with the quota of advanced value added and the quota of access value added for key industries.Water quota covers 101 industrial sectors,including 371 industrial products.The results can be used for reference in the approval of water intake permit,planned water use management,assessment of the strictest water resource management system,water resource related planning,and construction of water-saving society in Hu’nan province.
