小型水库是衢州重要的小型水利工程,数量较多,分布较广,在防洪、灌溉、供水、发电、养殖、生态旅游等领域发挥着重要功能,并且在应对雨季旱季雨量分配差异大、充分利用水资源方面也发挥着重要作用。在此基础上,通过挖掘水库生态、旅游、产业引入等,可实现水库资源综合利用。翁塘垄水库将水库的水资源、生态环境资源、文化资源、旅游资源和产业资源进行有机结合,形成了可持续的综合效益。
