中国沿海地区海洋污染物减排成本及环境效率幻觉研究

Study on marine pollution emission cost and eco-efficiency illusion in coastal areas of China

为精确分析海洋经济发展与海洋环境质量之间的关系,基于二次型方向性距离函数和收益函数的对偶关系,测算了2001-2015年中国沿海11省市污染物排放的影子价格与减排成本,在此基础上定义并测算了海洋环境效率幻觉.结果发现:①中国沿海地区海洋污染物排放的影子价格呈现先下降,后上升,最终保持稳定的趋势,在空间上呈现出"南北高、中间低"的格局;②中国沿海地区海洋污染物减排成本呈现先上升后下降,最终保持平稳状态的趋势,在空间分布上呈现"南北高,中间低"的格局;③中国沿海省市出现海洋环境效率幻觉的数量由2002年的8个下降至2015年的6个,海洋环境质量恶化的程度有所缓和;从空间上看,无海洋环境效率幻觉的省市呈现出由北向南转移的趋势.

With the rapid development of marine economy,marine environmental problems are becoming more and more serious.In order to more accurately analyze the changes between marine economic development and marine environmental quality,based on the dual relationship of quadratic directional distance function and revenue function,the shadow price and emission reduction cost of pollutant emissions from 11 coastal provinces and cities in China from 2001 to 2015 were estimated.On this basis,the hallucination of marine environmental efficiency was defined and calculated.The results show:①during the period of 2001-2015,the shadow price of marine pollutants emission in China decreased first,then increased,and finally maintained a stable development trend;the shadow price of marine pollutants varied greatly among different provinces and cities,showing a trend of"high in the north and south,low in the middle";②during the period of 2001-2015,China marine ocean pollution abatement costs show a process of rising first,then falling,and finally maintaining a steady state;from a spatial point of view,the average abatement costs of marine pollutants show a distribution pattern of"high in the north and south,low in the middle";③the number of illusions of marine environmental efficiency in coastal provinces and cities of China decreased from 8 in 2002 to 6 in 2015.The deterioration of marine environmental quality has eased;from a spatial point of view,provinces and cities without illusion of marine environmental efficiency have shown a trend of shifting from north to south,while coastal provinces and cities in northern China have changed from illusion of non-marine environmental efficiency to illusion of marine environmental efficiency,whereas coastal areas in southern China are on the contrary.
