A Study of Xi Jinping’s Important Discourse on Institutional Reform for Building Ecological Civilization

习近平生态文明体制改革重要论述主要包括三个方面:一是按照系统论的观点改革国家管理部门,按照"两山论"的观点改革核算制度等生态文明体制改革思想;二是政府主动担当责任,充分发挥市场作用,构建社会治理机制等生态文明机制设计思想;三是生态文明制度建设思想。习近平生态文明体制改革重要论述具有鲜明的理性思维、问题导向、目标导向等特色。习近平生态文明体制改革重要论述的历史贡献在于:构建了"生态文明体制改革"等重要范畴,丰富发展了生态文明体制改革的方法论思想,推动建立了我国生态文明体制改革的整体性框架。

Xi Jinping,the chief designer of China’s comprehensive deepening reform in the new era,is naturally the chief designer of the institutional reform for building ecological civilization.Being a part of his thought on ecological civilization,Xi Jinping’s important discourse on institutional reform for building ecological civilization is a fundamental principle for enhancing ecological civilization aimed at building a beautiful China.Xi’s speeches and theories on the reform concerning ecological civilization have come forth during three phases:In Phase I he focused on the mechanisms and institutions for building ecological civilization(2002-2007);In Phase Ⅱ he explicitly put forth the idea of″institutional building for ecological civilization″and mapped out the institutional structure of ecological civilization(2007-2012);In Phase Ⅲ he promoted institutional reform of ecological civilization and presented a top-to-bottom design for putting in place such an institutional structure(2013-2018).Xi’s theories on reforming the system for ecological civilization building represents a philosophy which consists of three levels.The first is the reform of the institution for building ecological civilization,including such aspects as restructuring of the state administrative departments in accordance with the system theory,reform of the accounting system according to the″Two Mountains Theory″,namely green mountains and limpid waters being as valuable as mountains of gold and silver,and reform of the responsibilities of regional governments and central departments in accordance with the cybernetic theory.The second level is a vision for designing the mechanisms for building ecological civilization.They cover the government taking responsibilities,fully mobilizing the role of the market and putting in place a social governance system.The third is the whole vision for building up the ecological civilization institutions.The″Decision of the CPC Central Committee on Several Major Issues Concerning Comprehensively Deepening Reform″adopted at the Third Plenary Session of the CPC 18 th Central Committee proposed for the first time that″a systematic and complete framework of ecological civilization institutions must be established″.The document also elaborated on four key systems:the property right of natural resource and the regulation of the use of natural resources,the red line for ecological protection,the payment for natural resource and ecological compensation, and the management system of ecological and environmental protection.The″Overall Plan for the Reform of Ecological Civilization System″further highlighted that″a systematic and complete framework of ecological civilization institutions need be established and accelerated″,and introduced 47 specific measures in 8 aspects relating to the property right of natural resource assets.They constitute basically the systematic thinking of building ecological systems and a framework of ecological civilization institutions in China.Xi Jinping’s important discourse on institutional reform for building ecological civilization systems is distinctively characterized by rational thinking,problem solving and goal orientation.Its historical contribution lies in the following aspects:taking the lead in putting forward″ecological civilization system reform″,enriching the methodology of ecological civilization system reform,and establishing the comprehensive reform framework on China’s ecological civilization system.The″two mountains theory″represents a deft application and at the same time enriches and develops the materialist dialectics,thus providing a methodological basis for institutional reform for building ecological civilization.
