Modernization of Rural Governance: Governance Mechanisms,Key Areas and Experience Supply——A Summary of the 4th High-level Forum on County Governance of China

乡村治理现代化既是夯实乡村振兴根基、满足农民群众美好生活需要的必然要求,也关系着国家治理现代化目标的实现。建立健全党领导下的“三治融合”机制、城乡融合发展机制和多元复合协同治理机制是乡村治理现代化的题中应有之义。乡村治理是一项复杂的系统工程,要从关键领域着力,乡村文化、农业发展、空间治理以及公共产品供给是重要抓手。与会专家分享的地方实践探索表明要推进乡村治理现代化必须尊重农民主体地位、完善土地利用和创新乡村社区治理。

The modernization of rural governance is not only an inevitable requirement for consolidating the foundation of rural revitalization and meeting the farmers’needs for better life,but also related to the realization of the goal of modernization of national governance.Establishing and perfecting the“three-in-one integration”of governance mechanism under the leadership of the CPC,the mechanism of urban-rural integration development,and the mechanism of multi-composite and coordinated governance are the intrinsic meanings in the modernization of rural governance.Rural governance is a complex and systematic project,thus we must focus on key areas with rural culture,agricultural development,space governance,and public product supply as starting points.The local practice and exploration shared by the experts at the forum shows that it is necessary to respect the principal status of farmers,improve land use and innovate the governance of rural community so as to promote the modernization of rural governance.
