中国国有企业境外投资风险分析与防范

Risk Analysis and Prevention of Foreign Direct Investment by Chinese State-owned Enterprises

随着“一带一路”倡议高质量发展,中国的国有企业境外投资蓬勃发展,既给沿线国家和地区经济发展带来深远影响,也对中国传统优势产能转移起到了积极作用。然而,近年来发生的多起国有企业境外投资失败案例,提醒投资者风险防范是境外投资的重要课题。基于此,本文从东道国、国资监管部门、国有企业母公司、国有企业境外子公司(分支机构、投资项目)四个层面深度挖掘分析境外投资风险,提出由政府、国资监管部门、国有企业母公司和国有企业境外子公司(分支机构、投资项目)分别设置风险评价指标,建立包括风险评价、风险预警和风险考核在内的中国国有企业境外投资风险防范体系,并提出政策性建议。

With the“Belt and Road Initiatve”high-quality development,foreign direct investment by state-owned enterprises has boomed.This not only has a profound impact on the economies of the countries along the belt and road,but also plays a positive role in the transfer of China’s traditional advantageous production capacity.However,in recent years,the outbreak of a number of state-owned enterprises failure cases,remind investors that risk prevention is an important topic of foreign direct investment.Based on this,this paper analyzes the risk of foreign direct investment from four aspects:the host country,the state-owned assets supervision department,parent company of stateowned enterprises and overseas subsidiary of state-owned enterprises(branch office or investment project).It is proposed that the government,the state-owned assets supervision department,parent company of state-owned enterprises and overseas subsidiary of state-owned enterprises(branch office or investment project)should set risk evaluation indicators respectively.The paper also suggests the establishment of a risk prevention system for overseas investment by state-owned enterprises,including risk assessment,risk early warning and risk assessment,and put forward policy suggestions.
