“进一步改善医疗服务行动计划”第三方评估(2016—2019)

The third-party evaluation of the China Healthcare Improvement Initiative(2016—2019)

从2016年1月起,北京协和医学院公共卫生学院领衔对全国“进一步改善医疗服务行动计划”的落实情况开展了连续四年(2016—2019)的第三方评估。截至2019年,评估覆盖了全国31个省(自治区、直辖市)和新疆生产建设兵团的三级公立医院185家,4次评估对医务人员和患者进行问卷调查的人数累计超过40万。本文介绍该评估项目的背景、目的、方法和主要发现。本刊基于该项目的其他系列文章从机构调查、医务人员调查和患者调查三个方面做专题报告。

Since January 2016,the Bureau of Medical Administration of the National Health Commission had commissioned the School of Public Health of Peking Union Medical College(SPH,PUMC)to conduct four rounds of thirdparty annual evaluations of the China Healthcare Improvement Initiative between 2016—2019.As of 2019,the third-party evaluation included 185 public tertiary health facilities across 31 provinces(autonomous regions and municipalities directly under the central government)and Xinjiang Production and Construction Corp.The four rounds of evaluations had more than 400,000 responses from health professionals and patients.This paper will introduce the background,objectives and methods of the third-party evaluations and present an overview of the key findings of the evaluations.The series papers after this one will present the finds in details about the four rounds of third-party evaluations,focusing on the health facility survey,health professional survey and patient survey respectively.
