摘要
在贸易全球化、单边主义、科技进步等复杂环境影响下,新生代农民工就业稳定性受到挑战。本文通过研究分析我国农民工职业培训现状,以教育福利、人力资本理论为依据,指出可通过加强职业培训来增强新生代农民工的就业活力,提升其就业适应能力从而免受结构性失业的冲击,有效带动其城市适应能力与自我发展能力。并进一步得出结论认为,应倡导积极的发展型社会福利公共政策,以事前投入(社会福利)代替事后补偿(社会救助),避免弱势群体落入“被救助”序列,降低社会保障支出成本,提高社会资源投入精准性及产出效率。
Employment is the foundation of people's livelihood.Under the complex environment of trade globalization,unilateralism and scientific and technological progress,the employment stability of the new generation of migrant workers is being challenged.By analyzing the vocational training of migrant workers,with education welfare,human capital theory basis for proof,the paper points out that providing vocational training to for the new generation of migrant workers will enhance their employment adaption ability and avoid the impact of structural unemployment,thus effectively promote the urban adaptability and self-development ability.Based on this review,the conclusion can be drawn that government should advocate active developmental public policies for social welfare,replace ex-ante input(social welfare)with ex-ante compensation(social assistance),avoid vulnerable groups falling into the"assisted"sequence,reduce the cost of social security expenditure,and improve the accuracy and output efficiency of social resources input.
