技术创新是促进经济增长的核心,创新政策是政府干预创新的基本手段。使用非线性动力学方法,对中国技术创新政策的技术绩效和经济绩效进行评价;分析政策措施、政策形式和政策监控对技术绩效和经济绩效的冲击效果,指明创新政策调整的着力点和方向。结论表明:第一,"政策措施"对创新政策的技术绩效产生了促进效应。对于政策的经济绩效,联合使用"政策监控-政策形式"等对创新政策的经济绩效产生了促进效应。第二,对于政策的技术绩效,"政策形式"的冲击效果最强。对于政策的经济绩效,"政策措施"的冲击效果最强。

Technological innovation is the core of promoting economic growth,and innovation policy is the basic means for the government to intervene in innovation.Using the nonlinear dynamics method to evaluate the technical and economic performance of national technological innovation policies,analyzes the impact of policy measures,policy forms and policy supervision on technical and economic performance,and points out the focus and direction of innovation policy adjustment.The conclusion shows that:First, "policy measures" have promoted the technical performance of innovation policies.For the economic performance of policies,the combined use of "policy monitoring-policy form" has a promoting effect on the economic performance of innovative policies.Second, "Policy Form" has the strongest impact on the technical performance of policies. "Policy measures" have the strongest impact on the economic performance of policies.
