中国共产党在网络空间舆论治理中的技术重构

Technology Reconstruction of the Communist Party of China in the Governance of Public Opinion in Cyberspace

政治权威的结构决定和影响着治理技术的类型和模式,从党的舆论治理过程来看,在相当长的时间内,党的政治权威主要是一种介于传统型与魅力型的混合型权威结构,即党的政治权威建立在革命历史传统和领袖魅力等合法性基础之上,这种权威结构与当时高度集中的国家治理模式相一致,在舆论治理中,也产生了相应的集中——管制型治理模式。随着党的政治权威逐步向现代法理型结构转变,党的政治权威更加强调制度性认同,在网络空间的舆论治理中,政治权威结构的变化也必然要求实施新的治理技术,在网络空间中实施“协作——沟通”型治理模式,以此来重构党在网络空间中的舆论治理技术。

The structure of political authority determines and influences the type and mode of governance technology.From the perspective of the Party s public opinion governance process,for a long time,the Party s political authority was mainly a hybrid authority structure between traditional and charismatic.That is,it is based on the legitimacy of revolutionary historical tradition and charm of leaders.This authority structure was consistent with the highly centralized state governance model at the time,and along with it was the centralized-regulatory model in the governance of public opinion.Now,as the Party s political authority is gradually shifting to a modern jurisprudential structure,institutional identification is gaining more emphasis in it.Change in the structure of political authority also requires the implementation of new governance technology in the governance of public opinion in cyberspace.We should implement the“collaboration-communication”model to reconstruct the Party s public opinion governance technology in cyberspace.
