Does Industrial Transfer Drive Regional Technological Progress?

产业转移政策已上升至国家战略层面,分析产业转移的技术进步效应不仅是对当前政策效果的检验,也是确定政策进一步实施方向的关键。以2008-2016年中国30个省区为样本,选择经济发展水平为门槛变量分析承接产业转移对于地区技术进步的影响,并运用空间面板模型进一步分析区域差异性。结果显示,从全国来说,承接产业转移对全要素生产率的影响与当地经济发展水平有关,对于发展落后的地区而言,承接产业转移会促进技术水平的提高;得益于工业一些部门或生产环节的转出,东部地区的产业技术发展水平大幅上升,地区全要素生产率也高于全国平均水平;中部地区是目前产业转移政策下最大的受益地区,承接外部产业转入,同时加速了地区技术进步;西部地区承接外部产业转入,也会促进地区全要素生产率提高,但是效果并不显著。

Industrial transfer policy has risen to the level of national strategy.The analysis of the technological progress effect of industrial transfer is not only the test of the current policy effect,but also the key to determine the direction of further implementation of the policy.With the sample of 30 provinces and autonomous regions in China from 2008 to 2016,the economic development level was selected as the threshold variable to analyze the impact of industrial transfer on regional technological progress,and the spatial panel model was used to further consider regional differences.The results show that,for the whole country,the influence of undertaking industrial transfer on TFP is related to the local economic development level.For underdeveloped regions,undertaking industrial transfer promotes the improvement of technical level.Thanks to the transfer of the industrial manufacturing industry,the technological development level of the eastern region has been greatly increased,and the TFP is higher than the national average.The central region is the biggest beneficiary area under the implementation of industrial transfer policy,undertaking industrial transfer accelerate regional technological progress.Although the western region to undertake industrial transfer will also promote the regional TFP,but the effect is not significant.
