乡村振兴背景下我国农业产业的发展思路与政策建议

Development Ideas and Policy Suggestions of China’s Agricultural Industry Under Background of Rural Revitalization

基于乡村振兴视角,从粮食产业、畜牧业、农产品加工业、农业新产业新形态、休闲农业与乡村旅游业、农业产业集聚等角度,分析我国实施乡村振兴战略以来农业产业发展的现状,指出了影响我国农业产业发展的问题,提出振兴我国农业产业新思路的三个重点:即构建新型农业生产体系,树立大农业观念,在全产业链、价值链谋求农业效益提升;构建新型农业供给体系,通过数量发展向质量发展的转变,推动农业供给侧结构性改革;构建新型农业经营体系,提升我国农业竞争力,以适应激烈的开放市场竞争。最后提出乡村振兴下我国农业产业发展,应推动农村综合改革,构建生态高值功能农业,发展现代绿色高效农业,培育农业生产性服务业,推动农业科技创新,发展特色农业,推动城乡要素融合,探索新的利益联结机制的对策建议。

Based on the perspective of rural revitalization,the current situation of China’s agricultural industry was analyzed since the implementation of the Rural Revitalization Strategy from the perspectives of grain industry,animal husbandry,agricultural product processing industry,new forms of agricultural industry,leisure agriculture and rural tourism,and agricultural industry agglomeration.New problems affecting the development of agricultural industry in China were pointed out and three new ideas were put forward for the revitalization of agricultural industry in China.Key points:to build a new agricultural production system,establish the concept of large agriculture,and strive for the improvement of agricultural efficiency in the whole industrial chain and value chain;to build a new agricultural supply system,and promote the structural reform of the agricultural supply side through the transformation from quantitative development to quality development;to build a new agricultural management system,and enhance China’s agricultural competitiveness to adapt to the fierce open market competition.Finally,the countermeasures and suggestions were put forward for the development of China’s agricultural industry under the revitalization of rural areas,including promoting the comprehensive reform of rural areas,building ecological high-value functional agriculture,developing modern green and efficient agriculture,cultivating agricultural productive service industry,promoting the innovation of agricultural science and technology,developing characteristic agriculture,promoting the integration of urban and rural elements,and exploring new interest connection mechanism.
