基于TOPSIS法和RSR法在医疗设备运营效率评价中的应用研究

Application Research of the Medical Equipment Operation Efficiency Evaluation Based on TOPSIS Method and RSR Method

目的研究医院医疗设备运营效率评价方法,为医院医疗设备科学管理提供参考。方法文章选取结余率、安全边际率、百元收入固定资产收益率、投资收益率4个指标,采用TOPSIS法和RSR法对医疗设备运营进行效率评价、排序及分档;并基于波士顿矩阵原理,对医疗设备的运营数据进行聚合分类。结果56种设备的运营效率分为下、中、上3档。其中,8种设备为下档(Probit<4),39种设备为中档(4≤Probit<6),9种设备为上档(Probit>6);明星型6种,金牛型27种,上升型8种,滞缓型15种。结论TOPSIS法和RSR法相结合能较好评价医疗设备运营效率;不同类型的医疗设备,需制定相应的绩效管理策略。今后的管理实践中应不断强化和细化考核要点,进一步完善指标考核体系。

Objective To provide reference for the scientific management of hospital medical equipment via studying the evaluation method of hospital medical equipment operation efficiency.Methods In this paper,four indexes including balance rate,margin rate of safety,rate of return on fixed assets of 100 yuan income and rate of return on investment were selected.TOPSIS method and RSR method were adopted to evaluate,sort and classify the operating efficiency of medical equipment.Based on the Boston matrix principle,the operation data of medical devices were aggregated and classified.Results The operating efficiency of 56 devices could be divided into three levels of lower,middle and upper.Among them,8 devices were lower(Probit<4),39 devices were medium(4≤Probit<6),and 9 devices were upper(Probit>6).There were 6 star types,27 Taurus types,8 ascending types and 15 sluggish types.Conclusion The combination of TOPSIS method and RSR method can evaluate the efficiency of medical equipment operation.Different types of medical equipment need to develop corresponding performance management strategies.In the future,the key points of assessment should be constantly strengthened and refined to further improve the index assessment system in management practice.
