国土空间规划作为国家空间发展的指南、可持续发展的空间蓝图,应充分适应流量时代资源快速流动和生态文明时代循环经济发展的需求。文章结合城乡资源流动视角下国土空间规划的新形势,在资源流动最优配置下探讨空间决策导向的转变,在物质流理论应用下探索空间指标体系的完善,在资源势差驱动下思考空间发展格局的优化,从而以国土空间规划提升城乡资源利用效率、促进区域均衡发展,为新时代背景下国土空间规划编制提供参考。

As the guide of national spatial development and the spatial blueprint of sustainable development,territorial spatial planning should fully meet the requirements of rapid flow of resources in times of information flow and the development of circular economy in the era of ecological civilization.In order to improve the efficiency of urban and rural resources utilization,promote the regional balanced development based on territorial spatial planning,and provide a reference for the formulation of territorial spatial planning in new era,the paper analyzes the new situation of territorial spatial planning from the perspective of urban and rural resources flow,discusses the transformation of spatial decision-making orientation under the optimal allocation of resources flow,studies the improvement of spatial index system under the application of material flow theory,and explores the optimization of spatial development pattern driven by resources potential difference.
