远程医疗利益相关方发展策略分析

Analysis on Development Strategy of Telemedicine Stakeholders

目的确定远程医疗利益攸关方,并对其进行藕合性分析,为远程医疗发展提供政策建议。方法运用Mitchell利益相关者分析方法,确定关键利益相关者。结果定性界定关键利益相关者为卫健委、医保部门、工信部门、三级医院、患者,并且远程医疗关键利益诉求不尽相同、作用关系相对复杂、协同架构相对松散。结论利益相关者的行动策略主要包括:增强卫健委主导下法规建设,增强协同性;加强医保激励作用;增强医疗信息通道建设;加强远程医疗管理层面的建设;增强患者认知度;增强与医联体联合共建。

Objective To identify the stakeholders of telemedicine,and analyze their coupling to provide policy recommendations for the development of telemedicine.Methods Mitchell stakeholder analysis method was used to identify key stakeholders;Results Qualitatively define key stakeholders as health care commission,health insurance department,industry and information department,tertiary hospitals and patients;the key interests demand was different,the function relationship was relatively complex,and the collaboration structure was relatively loose.Conclusion The action strategy of stakeholders includes:strengthen the construction of laws and regulations under the leadership of the Health Commission,and enhance the collaboration;strengthen the incentive role of medical insurance;strengthen the construction of medical information channels;strengthen the construction of the management level of telemedicine;enhance the awareness of patients;and strengthen the joint construction with the medical association.
