Life Cycle Planning and Management for Hospital Scientific Research Projects

随着国家对医药卫生科技创新领域投入的持续增加,医院获批科研项目数量不断攀升,种类广泛覆盖各领域学科,医院科研人员申报科研项目的积极性增强。但在医院科研项目实施过程中依旧存在"重两端,轻中间"的哑铃式管理现象,造成部分科研项目出现研究进度缓慢、进展不可控及科研经费执行率低等突出问题。为有效控制及避免医院科研项目管理实施过程中出现的各类问题,提出基于科研项目开展编制全生命周期策划的管理模式,以保证医院科研项目科学高效的管理与实施。

As the state continues to increase investment in technology innovation of medical and health,the quantity of approved scientific research projects of hospitals is rising and the variety of projects covers a wide range of disciplines.At the same time,the enthusiasm of hospital researchers in applying for scientific research projects has been greatly enhanced.However,for the implementation of hospital scientific research projects,it still has the phenomenon of"Dumbbell Management Model"which emphasizes both ends but despise the intermediate process.Therefore,some scientific research projects have serious problems such as sluggish research progress,uncontrollable processes,and low implementation rate of research funds.In order to effectively control and avoid various problems arising in the implementation and management of hospital scientific research projects,a management model which can plan the whole lifecycle based on scientific research projects is proposed to ensure the scientific and efficient management and implementation of hospital scientific research projects.
