组织治理语境下县区机构编制资源统筹的层创化研究

A Study on the Emergent Evolution of Staffing Resources of County and District Organizations in the Context of the Organization Governance

在组织治理语境下,县区机构编制资源在持续互动的协调过程中可经由层创化形态实现其适度化目标。为实现县区机构编制治理的层创化,首先必须在外在关系上运用编制资源整合机制和人员流动机制以生成耗散结构,同时在内在关系上以结构均衡模式和量质适度模式以构架协同结构,并且在运作进程上还须经由间断性或是渐进性演化方式,针对专业技术、行政执法及综合管理等类别人员分别以聘任、社会化购买及低成本策略为突变路径,实现县区机构编制资源统筹的创新性发展。

In the context of organization governance,staffing resources of county and district organizations can achieve the goal of moderation through emergent evolution in the coordination process of continuous interaction.In order to realize the emergent evolution of staffing management in county and district organizations,first of all,we must apply resource control mechanism and personnel mobility mechanism in the external relationship to generate dissipative structure.At the same time,in the internal relationship,the model of structural adaptation and the mode of appropriate quantity and quality are used to construct the collaborative mechanism by means of intermittent or progressive evolution in the process of operation.The personnels,such as the professionals,and administrative law enforcement and integrated management personnels,should be employed by appointment,socialized purchase and low-cost strategy respectively as the abrupt path to realize the innovative development of the staffing resources of county and district organizations.
