Evaluation report of the first and second batch of demonstration counties(cities,districts)in industrial strong counties in Sichuan Province

工业强县示范县(市、区)是加快建设工业经济强县、推动县域经济高质量发展的主力军。本文通过四川省第一、二批40个工业强县示范县(市、区)自评、部门材料核实、专家评审打分、现场核查评价等环节,从定性和定量两个方面进行综合评估,归纳出“健全机制统筹规划促发展”等六个工业强县示范县(市、区)建设措施,从“建设发展现状”和“建设发展特点”两个维度提炼了“城镇化进程提速,工业化水平不断提高”等七个建设成效。针对工业强县示范县(市、区)建设中“缺乏统筹规划,还需加强形成合力”等三个不足问题,本文从“加大工业强县示范县省级层面政策整合力度”等六个方面提出针对性政策建议。

Demonstration counties(cities,districts)in industrial strong counties are the main force to accelerate the construction of industrial strong economy counties and promote the high-quality development of county economies.Through the self-assessment,departmental material verification,expert review,and on-site evaluation of the first and second batch of 40 demonstration counties(cities and districts)in industrial strong counties in Sichuan Province,this article conducts comprehensive evaluation from both qualitative and quantitative aspects and concludes six construction measures of demonstration counties(cities,districts)in industrial strong counties,including“sound mechanism,overall planning,and development”.From the two dimensions of“construction development status”and“construction development characteristics”,the seven construction effects including“acceleration of urbanization process and continuous improvement of industrialization level”were extracted.Aiming at the three inadequate problems including“lack of overall planning,but also need to strengthen the formation of synergy”in the construction of the demonstration counties(cities,districts)in industrial strong counties,this article puts forward targeted policy suggestions from six aspects,including“strengthening the provincial-level policy integration of demonstration counties(cities,districts)in industrial strong counties”.
