整体性何以弥合碎片化:机关事务治理的现代化思路

How The Holistic Nature Bridges Fragmentation: The Modernizing Way of the Government Affairs Governance

"碎片化"是机关事务治理现代化面临的现实困境。我国机关事务治理呈现出治理功能"碎片化"、公共利益"碎片化"、公私关系"碎片化"、法治建设"碎片化"的现实样态。基于整体性治理的有益思路,在数字时代中国"互联网+"的表征之下,"互联网+机关事务"提供了一种机关事务整体性治理的数字化碎片弥合机制。为推进机关事务整体性治理,该机制着力于深化主体性整合的结构功能变革、跨部门协同的协同互动机制、数字化协同的技术应用创新、法治化整合的法治体系建设,从而实现从"碎片化"到"整体性"的跨越。这一研究不仅对机关事务"碎片化"治理具有解释力,也对推进新时代机关事务治理现代化有所贡献。

"Fragmentation" is a realistic dilemma faced by the modernization of government affairs.The governance of government affairs in China has presented the reality state of "fragmentation" of governance functions, "fragmentation" of public interests, "fragmentation" of public-private relations,and "fragmentation" of the rule of law. Based on the beneficial ideas of holistic governance,under the characterization of "Internet + " in the digital age, "Internet + agency affairs" provides a digital fragmentation mechanism for the overall governance of agency affairs.In order to promote the overall governance of government affairs,efforts are made to deepen the structural and functional changes of subjective integration,inter-departmental collaboration and interaction mechanisms,digital collaborative technology application innovation,and the integration of rule of law to build a rule of law system,thereby achieving the transition from "fragmentation" to "integrity" leap.This research not only has an explanatory power to the "fragmentation" governance of government affairs,but also contributes to the modernization of government affairs governance in the new era.
