我国政府开放数据政策执行因素研究

A Study on Implementation Factors of Government Open Data Policy in China

文章通过相关文献综述与我国政府开放数据政策现状分析,引入Smith政策执行过程模型来分析我国政府开放数据政策执行中的影响因素。从Smith政策执行模型的视角出发,通过研究发现我国政府开放数据政策执行是一个动态化整体,执行监督机制不完善、政策执行平台服务水平欠缺、国家和地方政策执行监督机制衔接不足、目标群体的经济差异、目标群体的教育水平差异、政策的媒介宣传问题和技术手段生产力转化问题都是我国政府开放数据政策执行的重要影响因素。因此,提出了明确我国政府开放数据政策目标、完善政策执行机制、重视目标群体差异问题和优化政策执行环境四个方面的执行路径,以期提升我国政府开放数据政策执行效率。

Based on the literature review and analysis of the current situation of government open data policy in China, this paper introduces the Smith policy implementation process model to analyze the influencing factors in the implementation of the government open data policy. From the perspective of Smith’s policy implementation model, this paper finds out that the implementation of government open data policy in China is a dynamic system, with imperfect implementation and supervision mechanism, lack of service awareness of policy implementation platform, insufficient connection between national and local policy implementation and supervision mechanisms, great gaps in both economic and education levels among target groups, media publicity and technology application problems. Therefore, this paper puts forward four implementation paths: clarifying the goal of open data policy of our governments, improving the mechanism of policy implementation, doing a good job in dealing with target group differences and optimizing the environment of policy implementation. That is how we can improve the efficiency of the implementation of government open data policy in China.
