人民政协职能发生与扩展的系统分析--新中国成立70年来的历史进路

Systematic Analysis of the Occurrence and Expansion of the Chinese People’s Political Consultative Conference: The Historical Approach of the Founding of New China in the Past 70 Years

人民政协作为中国政治协商组织系统的"根"组织,70年来政协职能发生与扩展揭示出政治环境与政协组织间的系统协同关系,彰显出中国式协商民主的独特魅力。受戴维·伊斯顿政治系统适应理论的启发,从时代政治环境的"尺度"与"要求"入手,探讨系统"支持"条件下,人民政协三大职能依次产生的原理与机制。研究发现人民政协职能的扩展是一个动态的历史过程,将随着政治环境的变化不断优化,这为思考新时代背景下如何推进社会主义协商民主的组织化、制度化建设提供了一种系统思路。

The CPPCC,as the "root" organization of the Chinese Political Consultative Organization system,has revealed the systematic synergy between the political environment and the organization of the CPPCC in the past 70 years,and demonstrated the unique charm of Chinese consultative democracy. Inspired by the adaptation theory of David Easton’s political system,this paper discusses the principles and mechanisms of the three functions of the CPPCC under the condition of systematic support,starting from the "scale" and "requirements" of the political environment of the times. It is found that the expansion of the functions of the CPPCC is a dynamic historical process,which will be continuously optimized with the change of political environment,which provides a systematic thinking for thinking about how to promote the organization and institutionalization of socialist consultative democracy in the new era.
