为进一步优化营商环境,上海、北京等城市先后取消部分项目的强制性监理要求,倘若监理企业仅局限在施工阶段的监理任务,将难以生存。国家一系列文件为监理企业转型工程总承包、全过程工程咨询服务提供政策支持。从工程监理行业现状、转型工程总承包项目管理服务商优劣势分析,在此基础上提出监理企业转型工程总承包服务策略,为类似工程监理企业转型发展提供参考。

In order to further optimize the business environment,the forced supervision requirements for the partial projects are canceled in the cities of Shanghai,Beijing and etc.one after another.If a supervision enterprise is only limited to the supervision task in the construction stage,it would be difficult to survive.A series of documents in China provide the policy support for the transformation of supervision enterprise to the engineering procurement construction(EPC)and the whole-process engineering consultant services.This paper analyzes the advantages and disadvantages in the present situation of engineering supervision industry and the transformation to EPC project management service provider.On this basis,this paper proposes the strategy of EPC service in transformation of supervision enterprise,which provides the reference for the transformation and development of the similar engineering supervision enterprises.
