稀土类上市公司环保投融资研究

A Research on Investment and Financing of Environmental Protection by Rare Earth Listed Companies

近年以来,国家连续发布了多项针对稀土行业的环保政策,本文以2012-2017年年度财务报告及社会责任报告为依据,分析稀土上市公司在"压力"之下环保投融资行为的变化。6年来,稀土上市公司的环保投资力度大幅提高,但以"企业先自筹、后政府补贴"的模式解决资金,难以调动其环保投资的积极性。本文拟以企业、银行和政府三方协作的方式寻求破解环保融资困难的路径,力求使稀土企业环保投资由"被动"变"主动"。

In recent years, the State has issued a number of policies on environmental protection for the rare earth industry.In this paper,on the basis of the 2012-2017 annual financial report and social responsibility report,we analyze the changes in environmental investment and financing behavior of rare earth listed companies under "pressure".In the past 6 years,the investment of rare earth listed companies in environmental protection has increased substantially.However,it is difficult to mobilize enterprises’ enthusiasm of environmental protection investment by solving the funds with the model of "self-raising and post-government subsidies".According,we intend to seek ways to solve the difficulties of environmental financing by means of cooperation between enterprises,banks and the government, and strive to help rare earth enterprises change their investment in environmental protection from "passive fund-raising" to "active one".
