Research on the Efficiency of technological Innovation in Chinese Provinces(Regions and Cities)

在知识经济时代背景下,科技创新是推动社会经济发展的重要动力。运用DEA模型测度2017年中国各省区技术创新效率。研究表明:我国整体技术创新效率水平不高,近4/5省区的技术创新效率未达到最优水平,较低的纯技术效率水平是造成该现象的重要因素;东部地区技术创新效率最高,各效率值均位列四大地区首位,西部地区与其他地区技术创新效率差异显著;科技固定资产投资和技术市场成交额对技术创新效率水平影响显著。新时代全面提升我国各省区技术创新效率水平,应以优化资源配置为主,注重创新能力,配合针对性的运行机制,协调区域间差异。

Under the background of knowledge economy, scientific and technological innovation is an important motive force to promote the development of social economy. DEA model was used to measure the technological innovation efficiency of Chinese provinces and regions in 2017.The research has shown that the overall level of technological innovation efficiency is not high in China, the technological innovation efficiency of nearly four-fifths of provinces and regions does not reach the optimal level, and the low level of pure technological efficiency is an important factor causing this phenomenon. The eastern region has the highest technological innovation efficiency, ranking first among the four regions, while the western region has a significant difference in technological innovation efficiency with other regions. Investment in the fixed scientific and technological assets and market turnover have significant impacts on the efficiency level of technology innovation. In order to comprehensively improve the efficiency of technological innovation in all provinces and regions in the new era, we should focus on optimizing the allocation of resources, attach importance to innovation ability, coordinate with targeted operation mechanism and coordinate the differences among regions.
