高质量发展视阈下创新型企业集聚机理及对策研究

Research on the Agglomeration Mechanism and Countermeasures of Innovation-oriented Enterprises from the Perspective of High-quality Development

随着"大众创业、万众创新"双创国家战略的深入推进,创新型企业集聚作为推动经济高质量发展和提升区域创新能力的重要载体,在构筑区域创新生态网络中日益发挥着重要作用。基于区域经济高质量发展的内在要求,在剖析创新型企业区域集聚的模式类型基础上,从经济学理论阐释了创新型企业集聚形成的内在动因,分析研究表明:在满足企业集聚所产生的净收益现值总和大于零条件下,集聚所产生的交易费用降低效应与创新优势叠加的增强效应等已成为促进创新型企业集聚的关键因素。而集聚区域关联企业竞争的创新挤压效应所引致的附加值增加型与成本降低型的集体创新学习机制、创新型企业区域集聚的技术溢出机制和创新型企业间的合作创新机制等成为吸引创新型企业集聚的内在动力,研究表明,促进创新型企业空间集聚采取合作创新策略须满足的条件为a≥1/λ(1+θ)^n+1,该结论对塑造区域良性创新生态、实现区域整体创新水平提升具有重要的决策借鉴意义。据上述研究,从强化创新成果的知识产权保护、创新文化培育与氛围营造、创新生态环境打造等方面提出相关对策建议。

With the deepening of the national strategy of mass entrepreneurship and innovation,the concentration of innovation-oriented enterprises, as an important carrier to promote high-quality economic development and improve regional innovation capacity, is playing an increas-ingly important role in building regional innovation ecological network. Based on the internal re-quirements of high-quality development of regional economy and the analysis of regional agglom-eration patterns of innovation-oriented enterprises, this paper explained the internal causes ofagglomeration formation of innovation-oriented enterprises from the perspective of economic the-ory. The analysis showed that under the condition that the sum of present value of net incomegenerated by enterprise agglomeration was larger than zero, the transaction cost reduction effectgenerated by agglomeration and the enhancement effect superposed by innovation advantageshad become the main motivations to promote the agglomeration of innovation-oriented enterpris-es. The added value increasing and cost reducing collective innovation learning mechanismcaused by the innovation squeeze effect of the competition between related enterprises in the ag-glomeration region, the technology overflow mechanism of the regional agglomeration of innova-tion-oriented enterprises and the cooperative innovation mechanism among innovation-orientedenterprises had become the internal driving forces to attract innovation-oriented enterprises togather. The research indicated that the condition that promoted the spatial agglomeration of innovation-oriented enterprises to adopt cooperative innovation strategy was a≥1/λ(1+θ)^n+1.This conclusion was of great significance to shaping benign regional innovation ecology and realizingthe improvement of regional overall innovation level. According to the above research, relevantcountermeasures and suggestions were put forward from the aspects of strengthening intellectualproperty protection of innovation achievements, cultivating innovation culture and creating atmo-sphere, and creating innovative ecological environment.
