农业现代化进程中农民组织化发展瓶颈与破局之策

The Bottleneck and Solution of the Development of Farmers’ Organization in the Process of Agricultural Modernization

提高农民组织化程度是发展现代农业的必然要求。虽然在农业现代化过程中我国农民组织化发展取得一定成效,但是总体来看,农民组织化水平较低,组织自主性缺失、农民组织化过程中存在"集体行动的困境"、组织规范性不高、政府政策扶持不足等方面问题已严重制约当前农业产业化发展。因此,从主体基础、利益协调机制、组织运行机制、政策支持体系等方面构建农民组织化稳定、有序、健康、快速的发展之策,是当前破解农民组织化发展困境的现实之需。

It is necessary for the development of modern agriculture to improve the degree of farmers’ organization. The way of organizing farmers not only provides internal power for improving the efficiency of modern agricultural production, but also provides organizational basis for realizing agricultural industrialization. Although some achievements have been made in the process of agricultural modernization in China, there are still many problems in general, such as the low level of farmers’ organization, the lack of organizational autonomy, the "dilemma of collective action" in the process of farmers’ organization, the low standard of organization, and the lack of government policy support. These problems have seriously restricted the development of agricultural industrialization. Therefore,a stable, orderly, healthy and rapid development strategy can be built from the four aspects of the main body basis, interest coordination mechanism, organization operation mechanism and policy support system. Only in this way can we solve the dilemma of farmers’ organizational development.
