科技金融支持“民参军”企业发展机制研究

Research on the Development Mechanism of Technical Finance Supporting the“Participation of Private Enterprises in the Military”

军民融合是实现社会经济高质量发展与国防科技建设统筹发展的国家发展战略,军民融合的深度发展需要金融创新的有效支撑,需要解决“民参军”企业存在的融资等问题。科技金融作为科技创新与金融创新高度耦合的金融业态,助力“民参军”是军民融合科技创新发展、实施国家创新驱动战略的重要内容。在借鉴国外发达国家金融支持军工企业发展经验的基础上,本文研究了科技金融在解决“参军”民企融资问题方面的应用。研究发现,科技金融政策机制的完善可以解决“参军”民企存在的壁垒等问题,实现科技金融与军民融合协同发展。因此,需要政府、金融机构、社会资本共同参与,完善“民参军”领域的发展机制,从而有效发挥科技金融助力“民参军”作用。

Military-civilian integration is a national development strategy to achieve high-quality socio-eco nomic development and the overall development of national defense science and technology construction,the further development of military-civilian integration requires effective financial innovation support,and it is necessary to solve the problems of financing of the“participation of private enterprises in the military”.Technical finance,as a fi nancial industry with a high degree of coupling between technology innovation and financial innovation,assisting the"participation of private enterprises in the military",is an important part of the development of military-civilian tech nological innovation and the implementation of the national innovation-driven strategy.Based on the experience of foreign developed countries in supporting the development of military enterprises using finance,this article studies the application of technical finance in solving the problem of financing for private enterprises which participate in the military.The study finds that the improvement of science and technology financial policy mechanism can solve the barriers and other problems of private enterprises which participate in military,and realize the coordinated devel opment of technical finance and military-civilian integration.Therefore,the government,financial institutions,and social capital are required to participate together to improve the development mechanism of the“participation of pri vate enterprises in the military”,so as to effectively play the role of technical finance to support the"participation of private enterprises in the military".
