摘要
在教育现代化的理论研究与实践探索中,存在着教育核心价值支配地位未确立、改革发展主体角色支持关系不明确和专业技术方法支撑不到位等方面实际聚焦不够的问题,一些评估监测指标体系中也相应地存在着很少见到大写的人、很少见到改革身影和很少见到专业技术含量等问题。面对改革进入深水区和发展走入新时代,特别是面对教育现代化2035确立的新目标、新任务和高质量发展的新形势、新要求,需要聚焦现代人的培养、现代分工方面的改革和现代手段的运用,对教育现代化建设及其评估监测进行根本性的重新反思和基础性的重新建构。同时,根据系统质量管理原理,参考国际相关标准及时修订完善评估监测指标,重新定义教育现代化的核心内容,为实现教育现代化在新的起点上再出发奠定坚实基础。
The Educational Modernization experience has not taken seriously enough the core values of educational modernity,the roles of relevant stakeholders and the professional support services.In terms of fundamental rethinking and re-engineering of the present modernization projects and evaluation practices in education,they should be integrated into the future educational modernization framework and reflected in the indicators for monitoring school systems.The indicators used by several provinces for monitoring education systems have largely ignored the learner-centered approach,the stakeholder-based reforms and the professional support services.In order to reflect the new targets toward Education Modernization 2035 and the new requirements for development in a qualitative mode,it is suggested that the present framework of indicators for monitoring the education systems should be improved on the basis of comparison of available domestically and internationally applied indicators.
