政府采购在经历了17年的实践以来,彰显了其在财政支出节约与腐败问题防范的作用,但渐渐也显露出一些问题,政府采购制度的基本功能逐渐弱化。本文以深化政府采购制度改革为理论依据,从采购人主体责任要义出发,就目前在制度、认识、机制上存在偏差,提出相关工作建议。

After 17 years of practice, government procurement has demonstrated its role in preventing fiscal expenditure and preventing corruption. However, some problems have gradually emerged, and the basic function of government procurement has gradually weakened.This article takes deepening the reform of the government procurement system as the theoretical basis. Starting from the main responsibility of the purchaser, this article puts forward relevant work suggestions on the current system, cognition, and mechanism deviations.
