摘要
在突发公共事件的处理中,应急物资的及时供应是应急管理的关键。2019年12月开始爆发的新型冠状病毒引发的肺炎疫情处理中,以武汉红十字会为代表的应急管理部门,不但暴露了部分基层政府应急管理人员应对失措的弱点,也暴露了部分基层政府应急物资管理水平的不足。应用物流管理和管理学的相关理论,结合现代物流信息技术,以系统管理的方法分析基层政府应急物资管理中存在的问题,并探讨以提升应急物资的供应管理、完善应急物资物流管理水平、提升基层应急管理人员的处理能力为目标的基层政府应急物资供应管理的优化路径。
In this paper,applying the relevant theories of logistics and management,and in combination with modern logistics information technologies,this paper analyzes the problems existing with grassroots government in emergency materials management using the systems management methodology,and explores the path of optimization of the emergency materials management by the grassroots government so as to improve the management level in emergency materials supply and cultivate the sophisticated competence of the grassroots personnel in emergency materials supply management.
