摘要
按"标准的形成-产业化-市场化"三阶段划分法,构建产业层面的标准化能力评价指标体系,运用数据包络分析(DEA)模型对浙江省2009-2017年服务业的总体、地区和行业的标准化能力进行评价,并分析浙江省服务业在地区间和行业间的标准化能力的协调度。研究发现:(1)浙江省服务业标准化能力总体水平尚可,但不同地区之间和行业之间存在较大的差异性;(2)浙江省地区与行业间的标准化能力发展处于中度失调状态。最后,针对上述评价结果分析浙江省服务业标准化存在的不足,提出改善浙江省服务业标准化能力及其地区和行业间协调度的政策建议。
According to the three-stage division method of "standard formation -industrialization-marketization",this paper designs the evaluation index system of standardization ability at the industrial level, and uses the DEAmodel to evaluate the standardization ability of the overall, regional and industry of the service industry in Zhejiangprovince from 2009 to 2017, and analyzes the coordination of the standardization capabilities of the service industryin Zhejiang between regions and industries. The research results are as follows: (1) The overall level of standardizationcapacity of service industry in Zhejiang is acceptable, but there are large differences between different regions andindustries. (2) The development of standardization capacity between regions and industries in Zhejiang is in a state ofmoderate imbalance. Finally, the paper analyzes the shortcomings of service standardization in Zhejiang province, andputs forward some policy suggestions to improve service standardization capability and regional and inter-industrycoordination in Zhejiang.
