摘要
随着国家实验室的建设与发展,其技术转移活动将面临转移过程透明度低、难以确权以及共享机制不健全等各种问题,区块链技术因具有共识机制和可溯源等特点,是解决上述难题的关键基础设施。分析国家实验室在技术转移管理中面临的问题及现实需求,对区块链技术在这一领域应用的优势和潜力做了对应的比较,论证区块链技术在国家实验室技术转移管理场景上的适用性,并对未来基于区块链技术的国家实验室技术转移管理架构的方案提出建议。
China is now building its own national laboratory system, while it faces various problems in laboratory-associated technology transfer activities, such as low transparency, difficulty in confirming the rights, and lack of certain sharing mechanisms. It is proposed that blockchain technology can be viewed as a promising infrastructure to address these challenges due to its inherent consensus mechanism and other key features. This paper analyzes in detail the problems and practical needs of national laboratories in technology transfer management, and fully lists the advantages and the applicability of adopting blockchain technology in this field. At the end, the article suggests a working plan for the future national laboratory technology transfer management architecture that is based on blockchain technology.
