城市总体规划指标体系演进特征及其趋势研究

Evolution Stages and Characteristics of Urban Master Planning Index System

总规改革进入深水区,指标体系成为了改革的核心内容之一,对规划的编制、实施和评估起到了重要的抓手作用。既往研究主要是从方法论的角度出发,研究指标的内容、选取标准与量化等方面,缺乏对指标体系在时间维度上的梳理。由此,从演进历程的角度出发,将总规指标体系放到历史的维度下,首先回顾国内城市总体规划指标体系的实践历程,分析其在不同演进阶段所呈现的特征,总结特征背后的规律与趋势。结果显示,在起步、探索和完善阶段,总规指标体系在编制、实施和评估方面都有长足的发展。通过发展趋势的分析,对指标体系的编制、评估、监测提出建设性建议。

The overall planning index system has become one of the core content of the master planning reform,and it has played an important role in the planning,implementation and evaluation of the plan.From the perspective of the evolution process,this paper will put the general index system into the historical dimension.It first reviews the practical course of the domestic general index system,analyzes its characteristics in different stages of evolution,and summarizes the laws and trends behind the characteristics.The results show that in the stage of start,exploration and improvement,the general index system has made considerable progress in the preparation,implementation and evaluation,and the implementation and evaluation of the system is developing more rapidly,which is also consistent with the evolution and development of the planning.
