新时代依规治党的实践展开:总体布局、现实问题与优化路径

Governing the Party through Regulations in the New Era:General Requirements,Practical Problems and Optimal Approaches

依规治党是党的十八大以来马克思主义党建理论的重要创新。着力建成以党章为根本、以民主集中制为核心的党内法规制度体系,积极构建主体责任和纪律监督并重、备案和清理并举的党规实施监督体系,是新时代依规治党的总体布局。对照全面深化依法治国实践和全面从严治党向纵深发展的新要求,部分党员干部的党规意识还比较淡薄,党内法规制度体系的完整性和科学性还有待提升,党内法规制度的执行力还亟待加强,党规与国法之间的衔接还不够顺畅。新时代坚持依规治党,要以各级党组织和全体党员尊规学规守规用规为重点,进一步提升广大党员干部的党规修养;以增强党内法规制度的整体性和科学性为重点,进一步构建完整科学的党内法规制度体系;以党内执规体制机制改革为重点,进一步完善党内法规实施监督体系;以党规与国法的衔接联动为重点,进一步形成党内法规与国家法律相辅相成的新格局。

“Governing the Party through Regulations”is an important innovation in Marxist Theory of Party Building after the 18th National Congress of the CPC.The primary requirement of“Governing the Party through Regulations”in the new era involves developing a regulatory system inside the Party based on the Party Constitution and with democratic centralism as its core,and establishing an enforcement supervision system that pays equal attention to responsibility and supervision.In the context of implementing“Rule of Law”and the“All-out Effort to Enforce Strict Party Discipline”,some Party members and cadres still lack strong regulation consciousness.Completeness and rationality of the Party's regulatory system should be further enhanced.The executive ability of the Party members should be improved.The linkage between Party regulations and national laws is not strong and smooth enough.In the new era,to stick to the strategy of“Governing the Party through Regulations”,the Party organizations at all levels and all Party members should trust in,learn and observe the Party regulations,and further improve the understanding of the Party regulations;we should strengthen integrity and rationality of the Party regulations,and build up a complete and efficient regulatory system;we should reform the enforcement mechanism,and improve the regulation enforcement supervision system;and we should reinforce linkage of the Party regulations and the national laws,and make them mutually support and complement each other.
