南京国民政府时期城市住房租赁与整治探析

Analysis of Urban Housing Rental and Renovation in the Period of Nanjing National Government

南京国民政府时期,城市住房租赁市场押租、小租和顶费等名目乱象丛生,房客居住境况日渐恶化。围绕租赁费用等问题,房东与房客展开了激烈较量和斗争,政府出于民生、社会稳定以及经济等方面的考量,采取多种措施,力图改善和规范住房租赁市场秩序。虽然城市住房租赁矛盾并未随着时局发展得到根本缓解,但南京国民政府采取的举措和取得的经验值得总结和思考。

During the period of Nanjing National Government,the names of mortgage,small rent and top fee in the urban housing rental market were in disorder,and the living conditions of tenants were deteriorating day by day.Around the issue of rental cost,the landlord and the tenant have launched a fierce competition and struggle.The government has taken a variety of measures to improve and regulate the order of the housing rental market for the consideration of people’s livelihood,social stability and economy.Although the contradiction of urban housing lease has not been fundamentally alleviated with the development of the current situation,the measures and experience of Nanjing National Government are worth thinking and learning.
