A Study on the Ways to Play the Leadership Core Role of Primary-level Party Organizations of the CPC in Social Governance

党的十九届四中全会在强调必须加强党对推进国家治理体系和治理能力现代化领导的同时,也提出了推动社会治理重心向基层下移的要求。基层党组织,作为基层社会治理体系的领导核心,也是推进基层社会治理体系和治理能力现代化的领导核心。推进基层社会治理体系和治理能力的现代化,首要的问题是找到基层党组织在社会治理中领导核心作用发挥的有效途径。当前,基层党组织在基层社会治理中领导核心作用发挥的主要途径包括加强服务型基层党组织建设、充分发挥党员的先锋模范作用、加强对广大基层党员的思想道德教育、深入细致地开展思想政治工作、大力推进群众性精神文明创建活动以及妥善协调各种利益关系等。

The fourth plenary session of the nineteenth Communist Party of China(CPC)central committee stressed the need to strengthen the CPC's leadership in promoting the modernization of China's system and capacity for governance,and meanwhile made the demand of shifting the focus of social governance down to the primary-level.The primary-level Party organizations,as the leadership Core of the primary-level social governance system,are also the leadership Core of the modernization of the system and capacity for primary-level social governance.To promote the modernization of system and capacity for primary-level social governance,the priority issue is to clarify effective ways for primary-level Party organizations to play the leadership core role in social governance.The main ways for the primary-level Party organizations to act as the leadership core at the primary-level social governance include strengthening the construction of service-oriented primary-level Party organizations,giving full play to the vanguard and exemplary role of Party members,strengthening the ideological and moral education of the primary-level Party members,carrying out the ideological and political work deeply and in detail,launching initiatives to raise the publics'cultural-ethical standards,and properly coordinating the various interests,etc.
