供给侧结构性改革既是一个经济问题,也是一个政策问题。党的十九大报告指出,必须深化供给侧结构性改革,把发展经济的着力点放在实体经济上,把提高供给体系质量作为主攻方向。从政府和市场关系的角度上看,供给侧结构性改革的实质就是要处理好政府和市场的关系,形成"有效市场"与"有为政府",而满足市场需求的规制变革是深化供给侧结构性改革的必要条件。改革既要遵循市场规律,通过放松规制引入市场竞争,也要通过强化规制改善产品和服务的供给质量,通过激励规制提升产业的效率,从而使有效市场与有为政府达成互相协调、动态平衡的关系。

Supply-side structural reform is not only an economic problem,but also a policy problem.The report of the 19 th congress of the CPC points out that we must deepen the supply-side structural reform focus on the real economy,and improve the quality of the supply system.From the perspective of relationship between government and market,the essence of the supply-side structural reform is to deal with the relationship between government and market,to form effective market and aggressive government,and the market regulation change is necessary to deepen the supply-side structural reform.Reform should not only follow the rules of the market,and introduce market competition by loosening the regulations.It also needs to strengthen regulation in order to improve the quality of the supply of products and services.The efficiency of the industry should be improved through the incentive regulation so that the effective market and the aggressive government can coordinate to reach the dynamic balance.
