区域旅游发展的府际合作治理路径--以山西省运城市为例

The Path of Inter-Governmental Cooperation Governance in Regional Tourist Development

破除县域旅游资源的孤立分散难题,必须加速发展区域旅游产业。在山西省运城市的实地调研中发现:区域旅游产业规划不健全和旅游发展思想不统一,很难形成良好的区域旅游发展环境;而政府间协商合作缺位以及区域旅游宣传迟滞,则直接阻碍着各项具体工作的开展。着眼府际合作视角分析,可以看出府际合作缺失是影响区域旅游产业发展的重大挑战,突出表现在发展认识、政策协同、连片开发和整体宣传等方面的合作匮乏且效力有限。为此,理应不断加强区域旅游产业的府际合作治理,积极构建"制度圈""政策圈""组织圈""资源圈"和"宣传圈"并推动五圈协作互动。

In order to solve the problem of isolation and decentralization of county tourist resources,it is necessary to accelerate the development of regional tourist industry.In the field investigation of Yuncheng City in Shanxi Province,it is found that the imperfect planning of regional tourist industry and the inconsistent ideas of tourist development make it difficult to form a good environment for regional tourist development.The absence of intergovernmental cooperation and the sluggishness of regional tourist propaganda directly hinder the development of specific work.From the perspective of inter-governmental cooperation,it can be seen that the lack of inter-governmental cooperation is a major challenge affecting the development of regional tourist industry.It is highlighted by the lack of cooperation and limited effectiveness in developmen t understanding,policy coordination,contin uous development and overall publicity.Therefore,we should continue to strengthen inter-governmental cooperation and governance in the development of regional tourist industry,actively construct "institutional circle", "policy circle", "organizational circle", "resource circle" and "propaganda circle",and promote five circles of collaboration and interaction.
