重大疫情背景下的公安监所应对机制研究

Research on the Response Mechanism of Public Security Supervision Institution in the Context of Major Epidemic

在重大疫情发生背景下,公安监所面临着人员流动带来的输入性风险、封闭环境下的快速传播风险、重症人员所外送医就诊风险与疫情传播下的强制措施变更风险,而现有公安监所突发疾病应急处置机制,又不足以有效应对监所疫情防控需要,开展公安监所疫情应对机制研究,有助于提升监所应对突发疫情的防控能力,降低疫情在监所内传播与扩散风险,保障在押人员合法权益与监管安全。

In the context of a major epidemic,public security prisonsare faced with the risk of importation brought by the flow of personnel,the risk of rapid transmission in a closed environment,sending critically sick people to the hospital and the change of compulsory measures under the spread of the epidemic.However,the existing mechanism for handling unexpected diseases in public security prisons is not enough to effectively deal with these risks when the epidemic occurs.The research on the response mechanism of public security prisons will help improve their ability to prevent and control emergencies,reduce the risk of spread of the epidemic in the prisons,protect the legitimate rights and interests of detainees and the safety of supervision.
